A homeless man in San Francisco, who turned out to be a convicted sex offender, has been arrested after camping across the street from the Stella Maris Academy K-8 Catholic School for nearly two years and posting “free fentanyl for new users” in exchange for stolen items.
According to the website of Megan’s Law in California, the 46-year-old homeless man, identified as Joseph Adam Moore, was found guilty of lascivious acts with a 14-year-old in 1996 in Santa Cruz. San Francisco Superior Court documents indicate Moore has been arrested five times in the city since 2007 for allegedly failing to re-register his address as a sex offender every 30 days.
Moreover, a 1997 Santa Cruz Sentinel article reported that Moore was convicted of molesting a 12-year-old girl in Santa Clara County and later had sex with a 15-year-old in Santa Cruz after his release. The most recent arrest on May 11 also accused him of committing a felony while on bail.
However, during his interview with The Standard, Moore claimed that his child sex offense conviction resulted from a questionable deal with the Santa Cruz County District Attorney’s Office. Moore said that he was 19, working at Apple, and was told that if he pleaded guilty, he would receive a lowered sentence that could be struck from his record if he stayed out of trouble for a year.
Moore also openly admitted to selling drugs. “Yeah, this is actually happening,” Moore stated with a laugh. “But only because I’m tired. I’m tired. If you guys want to flush the whole world down the toilet, if you guys want to ignore people like me, it’s at your own peril. I mean, I’m a savant. You can’t f*cking fake that.”
In response to the disturbing encampment of Moore near the Catholic school, concerned citizens reported him to San Francisco police officers.
The policemen arrived at Ninth Avenue and Geary Boulevard on Oct. 20 to instruct Moore to leave the area by 12:15 p.m., citing him as a nuisance under PC 370 if he didn’t comply. Moore initially refused but eventually moved his belongings a short distance. However, he was arrested due to a pending probation violation related to a previous stay-away order he had violated.
Peter Marlow, a spokesperson for the Archdiocese of San Francisco, said that he was aware of Moore’s presence near the school.
“I noticed this person is well-established there. They disappeared about a month ago, and now they’ve shown up again,” Marlow explained. “I had seen him for the past year before he disappeared, but now he’s back. I don’t know about these signs about fentanyl and all of this.”
When questioned about relocating Moore’s tent, he deferred to city officials. “We don’t want anything of that nature anywhere near our schools, but we want to be able to work with law enforcement to establish the guidelines,” Marlow said. “The school works with law enforcement and city officials to manage unhoused individuals who are perhaps too close to the students. It’s a frequent thing.”
According to the National Institute of Drug Abuse (NIDA), fentanyl, often prescribed after surgery, can be made and used illegally as a synthetic opioid 50 to 100 times more potent than morphine. Illegal fentanyl manufactured in laboratories is often cited as the cause of many overdose deaths. It comes in different forms – powdered, dropped onto blotter paper, placed in eye droppers and nasal sprays, or made into pills that resemble their prescription counterpart.
The presence of opioid near schools is alarming.
