Another whistleblower from Texas Children’s Hospital (TCH) has exposed how the doctors in the hospital’s pediatric gender program violated state law by prescribing cross-sex hormones to minors under state Medicaid.
In a report published by Christopher Rufo, a Manhattan Institute for Policy Research senior fellow and New College of Florida board member, TCH nurse Vanessa Sivadge revealed that Richard Roberts and David Paul, supporters of underage gender transitions, are prescribing cross-sex hormones to minors enrolled in Texas Children’s Health Plan STAR, a “no-cost Medicaid managed care plan.”
“I work very closely with this provider, Dr. Richard Roberts. I’ve been in the room with him when he speaks with these patients,” she said in a May 2023 interview, when she was still anonymous. “Dr. Roberts is extremely encouraging of their ‘transition’ and will essentially do whatever he can to make sure that they are happy, at least externally happy. Because I am absolutely certain that they are not internally happy. He is very accommodating. He does whatever they want. Essentially, there is no critical analysis of the process.”
Sivadge said these children were often encouraged to transition rather than address underlying mental health issues. This, in turn, resulted in a sharp increase in the number of “transgender children” in the facility since 2021.
“The largest children’s hospital in the country is illegally billing Medicaid for transgender procedures,” Sivadge said. “It is evident that the hospital continues to believe it is above the law, not just by concealing the existence of their transgender medicine program from the public but by stealing from the federal government.”
In line with this, Rufo wrote that Sivadge discovered the discrepancies in the paperwork, which made her believe that the doctors might be violating Texas law, which prohibits Texas Children’s Health Plan STAR from covering any “sex change operations.”
“Sivadge’s duties as a nurse included providing medication refills and working with doctors to provide parents with information about treatment plans, scheduling, and diagnostics,” Rufo wrote.
A 2023 interview Rufo conducted with Eithan Haim, a former TCH general surgeon and the first whistleblower of the allegations, further strengthened the revelations of Sivadge.
During the interview, Haim, just like Sivadge, remained anonymous and claimed he worked “very closely” with Roberts. He accused Roberts of readily prescribing cross-sex hormones and mastectomies to minors with severe mental health issues, including autism. “It is absolutely astonishing: so many of the charts that I have just perused and read through as I’m doing my work, they have serious mental health issues. They’re autistic. They have previous suicide attempts. They’re depressed. They’re on anxiety medications. They have a disability of some kind. It’s just absolutely wild,” he said at the time.

But despite all these revelations, the Department of Justice indicted Haim. He faces up to 10 years in prison for allegedly violating the federal Health Insurance Portability and Accountability Act by sharing confidential patient records, even though he claimed that the documents were redacted and did not compromise patient anonymity.
